Kulwant Kaur joined Gram Niyojan Kendra in 1983 as an Instructor of a vocational training centre for women, specialising in stitching and tailoring. Kulwant Kaur expanded the vocational training programme and set up the Centre for Entrepreneurship Development at the Kendra. This centre trains girls and women from rural areas and urban slums in various vocational skills and helps them to earn a living through these skills. Till date, Kulwant ji has directly trained nearly 22000 girls and women in various vocations. All vocational initiatives undertaken by the Kendra have been under the leadership of Kulwant ji.

Kulwant Kaur did her Masters in Political Science from Meerut University.
